Rong Liu graduated from Swansea University，UK with a master's degree in International Maritime Law and Dalian Maritime University with a master's degree in International Law. She has worked in many law firms in Britain and Germany and currently is the Director of Globe-Law (Dalian) Law Firm. She was awarded the title of the first “Leading Talents of Foreign-related Lawyers” by the All China Lawyers Association. She is a trustee of Liaoning Lawyers Association, the director of the Maritime Law Committee of Liaoning Lawyers Association, and the director of the Foreign Affairs and Free Trade Zone Law Specialized Committee of the Dalian Lawyers Association. She also serves as an arbitrator of China Maritime Arbitration Commission, an arbitrator of Shanghai Arbitration Commission, an arbitrator of Dalian International Arbitration Court and a mediator of Singapore International Commercial Mediation Center.

Rong Liu is mainly engaged in legal services of state-owned enterprises and government legal advising, admiralty and maritime, corporate business, financial insurance, etc. Over the past 19 years, Rong Liu has provided a wide range of legal services for many central enterprises, state-owned enterprises, multinational corporations, banks, insurance companies and port companies, including litigation and non-litigation fields.

• Represented in the case of China Orient Asset Management Co., Ltd. vs Pacific (Hefei) real estate co., LTD entrusted loan contract dispute against Pacific (Hefei) Real Estate Co., Ltd. and winning the lawsuit; 

• Represented in the joint venture dispute case between Ying Kou Port Group Corp. and Dacheng Industrial Co., Ltd. (China International Economic and Trade Arbitration Commission); 

• Represented in the case of ship collision damage compensation dispute between South Korea Sanzhong Shipping Co., Ltd. and the "Cibois 2110"; 

• Represented in the case of ship collision damage compensation dispute of compensation for collision damage between "Jin Gan 6" ship in the east and South Korea Hanssy Shipping Co., Ltd.;
